KITCHENER - The city's neighbourhood strategy is beginning to take shape, as city councillors approved new programs to make it easier for people to plant in boulevards and get approvals for street parties. Both of the changes are part of the city's new neighbourhood strategy, which aims to make it easier for residents to carry out neighbourhood projects and events. This week, council gave the green light to a new bylaw that would allow residents to put plants in the city-owned boulevard between the street and the sidewalk. When the city was crafting its neighbourhood strategy, a number of people said they wanted to be able to garden in the boulevard, which isn't currently allowed. There's probably at least 50 instances across the city where people have already planted the boulevard, said Gloria MacNeil, Kitchener's director of bylaw enforcement. Gardeners gather in winter to plant seeds of dreams

Grobe Nursery. With digital images he showed some of the impressive gardens he has designed, then moved on to the development of his own garden in Kitchener. Starting from an unkempt backward he showed how he had to remove undesirable plants then add plant trees and shrubs to build privacy. Meanwhile, like many of us, he found ways to accommodate sand boxes and swing sets for young children as he gradually created his family's private sanctuary, now a place of beauty with room for tomatoes. He followed this with a review of trees and shrubs to look for this coming spring. Too many to cover, but a few in particular caught the audience's attention. Gladiator crabapple, a practically disease free variety will be in demand, as will a rare magnolia called Genie. It has dark maroon blooms and the potential to bloom in spring and again in summer. Fruit trees are also in demand thanks to an increased interest in growing your own. A recent introduction is horticultural Seaberry, also known as sea buckthorn. It's an ornamental shrub with edible berries — a little on the tart side but well-suited to juices and jams. We all left with copious notes of ideas and new plants to seek out, and hopes for another 25 years of winter dreams. (Waterloo Record)
