Ombud report reveals SA council spent thousands on flowers, meals, roof climb - The Mandarin

He argued the practice of staff buying flowers for each other using council credit cards — except for in cases of bereavement — along with the failure to keep accurate records, constituted “substantial” mismanagement of public resources. The ombud also found a range of businesses gave council employees gifts, such as concert and sporting tickets, which breached the (now defunct) code of conduct at the time. However, he noted there has been a significant reduction in gifts accepted since the current Code of Conduct for council employees was enacted in 2018. Lines reported the council spent $4,923 on a roof climb at Adelaide Oval as part of a strategic planning day. “Whilst it may have been an enjoyable, morale-building experience for the council employees, I do not consider that the public gained any benefit from the inclusion of the roof climb as an activity. Mr Dowd has acknowledged that community sentiment was opposed to the expenditure associated with the roof climb,” he wrote. He concluded the former mayor Lorraine Rosenberg did not commit maladministration in public administration, and recommended the council amend its Purchase Card Procedure by removing a provision that allowed staff to not record the reason for an expense when making a purchase. The acting CEO Kirk Richardson has apologised on behalf of the council. “The expenditure was out of step with our community’s expectations and we acknowledge that,” he wrote in a statement. “We’re continuing to work hard to regain the trust of our communities and acknowledge that more transparent and accountable work practices are required to achieve that. “The purchases highlighted as inappropriate by the ombudsman should not have been made at the expense of ratepayers and he has advised that improvements were necessary to our policies and procedures.” He said the council has been looking for a new CEO, and has “stronger policies and procedures in place that continuously remind us we are here to serve our communities and their best interests”. ...

Stunning designs: Berea florist competes, wins state competition

Veteran Berea florist Randy Powell crossed another item off his bucket list recently when he competed in the Kentucky Florists’ Association’s Design of the Year Competition at its 60th Annual Convention in Louisville. Powell placed in every floral category, was tapped to design live and on-stage with other finalists, and won the Hats for Hope Design competition. It was the 55-year-old’s very first floral competition, with 230 colleagues and industry professionals attending.Powell, who hails from Rockcastle County, is one of two full-time floral designers at Foley’s Florist in Berea, where he has worked for the past nine years. After graduating from Eastern Kentucky University in 1983 with a bachelor of science degree in technical horticulture, he worked for Allen’s Flowers and Greenhouse in Berea for over 26 years.“Mr. Allen became a father figure for me, a mentor,” he said.On why he has never competed, considering his vast experience, he said, “I never thought I was good enough.” The competit... Flowers left at Nelson wharf where Leo Lipp-Neighbours' car was found

The 19-year-old student was last seen leaving his Nelson flat in his car about 4am on January 24, 2010.Project Butterfly, a group set up to support bereaved families through the death of a child, put out an appeal for people to drop flowers at the wharf from Friday to Sunday.Seven years after he disappeared, Leo Lipp-Neighbours' car has been found in Nelson's harbour, with human remains inside.The station wagon was moved from the scene on Thursday afternoon on the back of a tow truck and taken to a storage facility.The roof had been cut off and wheels were removed.The police forensic examination appeared to be complete and the wharf was hosed down.Nelson Bays area commander Mat Arnold-Kelly said it was an active investigation as police and other agencies worked to determine how the car came to be in the water and identify the skeletal remains found inside. Ad Feedback Police were not available for comment on Friday morning.Lipp-Neighbours' station wagon was recovered from the water beneath the public wharf covered in seaweed and slime.It was badly rusted, but mostly intact and it was clear that it was the distinctive orange colour.Lipp-Neighbours' parents, Charlotte Lipp and Colin Neighbours, and friends were at the scene on Tuesday night to watch the recovery.In a 2014 interview, Lipp said while searches for her son had become less frequent over the years she had never stopped looking for him.  - Stuff...
